Having launched a consultation on its review of the fixed and mobile voice termination markets back in October 2022, Ireland’s Commission for Communications Regulation (ComReg) has now issued a draft decision confirming its intention to adopt the approach proposed in that consultation ‘without change’.
In short, the watchdog has confirmed that, as both the fixed and mobile termination markets are no longer susceptible to ex ante regulation, it is withdrawing all existing significant market power (SMP) designations and obligations. Meanwhile, as per its previously announced plans, ComReg has confirmed it will impose a six-month sunset period on fixed line incumbent eir in respect of the withdrawal of existing SMP based interconnection obligations ‘in order to provide certainty to other [service providers] and allow them time to make alternative operational interconnection arrangements should they be required’.
