Watchdog to develop new quality measurement system

Latvian telecoms watchdog the Public Utilities Commission (Sabiedrisko Pakalpojumu Regulesanas Komisija, SPRK) will temporarily suspend its internet quality measurements until it completes development and implementation of a new system, based on a prototype system developed by the Body of European Regulators for Electronic Communications (BEREC). The regulator expects the new measurement tool to be in place during 2021 and, once it becomes operational, the SRPK will resume its quality assessments. According to the SPRK, the new tool will: ‘provide the possibility to perform measurements according to a common measurement method with the possibility to compare quality indicators between different countries’. In addition, the system will enable the regulator to determine whether an ISP is blocking or blocking access to a page or service.
