Oman’s Telecommunications Regulatory Authority (TRA) has issued a new decision to prevent anti-competitive behaviour in the telecoms market. Decision No. 59/2020, which has amended some provisions of Decision No. 70/2013 on Ex-post Regulations (Anti-competitive Behaviour), allows the TRA to initiate an investigation into whether any actions or activities of a licensee could prevent or restrict competition. These include the abuse of a dominant position, the provision of anti-competitive facilities, and the violation of ex-ante obligations. It also sets out the ‘Competition Complaints Procedures’ which outline the process for any operator wishing to submit a complaint about anti-competitive behaviour.
