Beeline negotiating WestCall Moscow acquisition with FAS approval

Russia’s Federal Antimonopoly Service (FAS) has approved an application from major fixed and mobile network operator VimpelCom (Beeline) with a view to acquiring 100% of smaller B2B-focused telco WestCall Moscow, reports ComNews, which quoted sources claiming the transaction is likely to be completed ‘in the near future’ at a value in the ballpark of RUB3 billion-RUB10 billion (USD41 million-USD136 million). WestCall Moscow is currently controlled by the Cayman Islands-registered Russia Partners II fund owned by US private equity firm Siguler Guff & Company, via Cyprus-based Wintergate Holdings.

Another Moscow-based telco Iskratelecom (Seven Sky) controlled by the Russia Partners fund is reportedly not up for sale, despite interest shown earlier this year by major broadband player ER-Telecom, which in August 2016 bought WestCall St Petersburg from the same seller for RUB3.9 billion.
