NCCIR’s termination rate cut cancelled

Ukraine’s National Commission for State Regulation of Communications & Informatization (NCCIR/NKRZI) yesterday (7 July 2020) cancelled its Decision No. 195 of 19 May 2020 which would have cut the unified wholesale mobile termination rate (MTR) and long-distance voice call termination rate from UAH0.12 (USD0.0044) to UAH0.08 per minute from January 2021. According to the NCCIR, the Ministry of Justice had refused to register the Decision despite an appeal from the regulator, although yesterday’s announcement did not give reasons for the refusal. The watchdog stated that it would prepare a new decision on interconnection fees for consideration at its next meeting scheduled for 14 July 2020.

As previously reported by CommsUpdate, the regulator had based its wholesale rate cut on data from operators for 2019 showing the actual cost of terminating network traffic was UAH0.03-UAH0.06 a minute, and indicated that it would continue to reduce rates to gradually approach cost levels.
