The winning bidder will be expected to provide the following services: access to the public communications network and publicly available telephone services at a fixed location; the provision of a directory of all subscribers of publicly available telephone services; a directory enquiry service; operation of public payphones; special measures for people with disabilities; and a special pricing system tailored to the needs of socially vulnerable users.
