KPN faces up to EUR1m fine for call termination overcharging

The Netherlands’ Authority for Consumers & Markets (ACM) has imposed a penalty on fixed and mobile operator KPN of EUR100,000 (USD113,000) per day up to a maximum of EUR1 million, for overcharging for terminating calls from rival mobile operators on its networks. In its decision of 12 March ACM stated that KPN has been adding surcharges on top of the regulated maximum wholesale termination rates, and ordered KPN to charge only the standard rates for terminating calls on its fixed and mobile networks, with retroactive effect from 12 July 2017.
