Rwanda limits SIM card ownership

The Rwanda Utilities Regulatory Authority (RURA) has published new rules covering the ownership of mobile SIM cards. Users are now limited to a maximum of three cards for each of the country’s two network operators, MTN and Tigo/Airtel. Exemptions are available for businesses and for parents who wish to buy SIM cards for their children. The new regulations, which come into force on 31 January, are designed to ensure that all SIM cards are registered to a single user in order to prevent mobile phones being used for criminal purposes.
