ANCOM hits Orange, Vodafone with roaming breach fines

Romania’s telecoms watchdog, the National Authority for Management & Regulations (ANCOM), has issued a fine to the country’s two leading mobile network operators (MNOs) for breaching the conditions of the ‘roam like at home’ initiative. Orange Romania and Vodafone Romania have been fined a combined total of RON180,000 (USD45,318) after ANCOM received almost 300 complaints from users on its enforcement.

Specifically, Orange and Vodafone were fined RON50,000 each for failing to include a fair use policy in the contracts concluded with subscription-based mobile users. Vodafone was also fined RON50,000 for failing to include the fair use policy in the general terms and conditions on using pre-paid cards. Orange was fined a further RON30,000 for failing to notify users on amendments to contract provisions regarding the roaming service. Operators are required to follow and fully apply the provisions set out by the EU’s roam like at home regulation.
