Algeria’s incumbent PSTN operator Algerie Telecom (AT) is now legally mandated to provide rivals with access to its fixed broadband network via local loop unbundling (LLU) under Law 18-04 of 10 May 2018 (‘General rules on post and electronic communications’), published in the Official Journal No.27 (13 May 2018). The new rules – alternatively referred to as the new ‘Code’ of post and electronic communications – reportedly entered into legal force on 6 June 2018, Agence Ecofin wrote. Under Article 102 of the new law, AT must offer access under transparent and non-discriminatory terms upon request from a licensed operator. Alternative operators have long argued for the enforcement of LLU obligations on AT, a move which telecoms minister Houda Imane Faraoun has been attempting to push through since 2016, with the aims of reducing broadband tariffs and expanding high speed internet access.
