MPs adopt law standardising telcos’ access to non-telecoms infrastructure

Ukraine’s parliament, the Verkhovna Rada, has adopted a law standardising access to buildings/construction sites and civil/transport infrastructure for the development of telecommunications networks, reports BizLiga. Law No. 4159 defines the legal, economic and organisational principles of access to infrastructure to accommodate telecoms equipment; it establishes the scope of state/local government authority as well as the rights/responsibilities of infrastructure owners/users, including uniform rules for charging access fees for the infrastructure.

The law – which will enter force three months after its publication – is designed to assist telecoms network development by preventing property/infrastructure owners from setting their own prices and/or blocking operators from installing equipment.
