ARKEP sets new glidepath for MTRs

The Regulatory Authority for Post and Electronic Communications (Autoriteti Rregullator i Komunikimeve Elektronike dhe Postare, ARKEP) has introduced a new glidepath to lower mobile termination rates (MTRs) over the next 18 months. The MTR will fall from EUR0.023 (USD0.0242) per minute to EUR0.0174 effective from 1 January 2017, and will be gradually reduced every six months thereafter, to EUR0.01515 from 1 July 2017, EUR0.01318 from 1 January 2018 and EUR0.01146 from 1 July 2018. The announcement follows an intensive process of market analysis and public consultation with all stakeholders, and the move is intended to ensure effective competition. In its statement, the regulator added that the reduction of prices between operators was an important prerequisite that would encourage providers to lower prices for end-users.
