ICASA to investigate OTT services

South Africa’s Independent Communications Authority of South Africa (ICASA) is planning to launch an inquiry into the impact of over-the-top (OTT) VoIP services – including WhatsApp, Viber and Skype – on the data services market in the next financial year, following hearings held by the Portfolio Committee on Telecommunications and Postal Services on Tuesday, TechCentral reports. ICASA’s chief operating officer Willington Ngwepe said: ‘Our plan is that [in] the next financial year, we will be conducting an inquiry into priority markets … We intend to look into data services next and as part of that, we will consider the possible impact of OTTs on the market.’

While MTN South Africa and Vodacom have called for regulations governing OTT services, Cell C has warned that such legislation ‘could be to the detriment of the industry and consumers at large’.
