Cyprus’ Ministry of Communications & Works has opened a public consultation for a proposed tender for communication network licences using the 800MHz, 1470MHz, 2600MHz and 3600MHz frequency bands. Under the terms set out by the document, the spectrum available for use was listed as follows:
• 2×30MHz in the 832MHz-862MHz/791MHz-821MHz band;
• 40MHz in the 1452MHz-1492MHz band;
• 2×70MHz paired blocks in the 2500MHz-2570MHz/2620MHz-2690MHz and 1×45MHz in the 2570MHz-2615MHz band; and
• 400MHz in the 3400MHz-3800MHz band.
The regulator disclosed that four authorisations (three frequency division duplex [FDD] and one time division duplex [TDD]) will be offered in the 800MHz and 2600MHz bands – most suitable for Long Term Evolution (LTE) services – with geographical coverage obligation of 60% by end-2018 and 75% (2020). A total of six concessions – three TDD and three FDD – in the 3600MHz band (suitable for WiMAX services) will be offered to existing mobile network providers and newcomers. All authorisations will be valid for 15 years. The ministry has invited all interested parties to submit their comments on the proposed auction provisions by 2 October 2015, while also requesting comments on the potential use of spectrum in the 1470MHz band.
