Landmark deal opens door to Kosovo dialling code

Serbia and Kosovo have signed an agreement on telecommunications as part of a series of Brussels-brokered deals that serve to normalise relations between the two nations. Under the agreement, Kosovo will be allocated its own international dialling code, whilst Serbian fixed line incumbent Telekom Srbija (currently rebranding under the ‘MTS’ moniker of its mobile arm) will be allowed to operate within Kosovo – although calls between Kosovo and Serbia will not be treated as international. The exact terms of the agreement have yet to be made public, although negotiations have previously suggested that MTS could operate in Kosovo as a mobile virtual network operator (MVNO) rather than a full mobile network operator.
