ARCEP orders Benin cellcos to reimburse overbilled subscribers

Benin’s telecoms regulator Authority for Regulation of Electronic Communications and Post (ARCEP) has ordered operators MTN Benin (formerly Areeba), Moov Benin and Globacom Benin (Glo Mobile) to reimburse their overbilled subscribers following a ‘malfunction of their billing systems’. The three companies will have to pay back XOF176.17 million (USD292,800) to all affected subscribers. Further, in a bid to avoid facing stronger sanctions, the cellcos will have to provide Arcep with the list of affected customers, the amount to be repaid to each subscriber and the procedures they intend to implement. In addition, the three operators must fix any problems with the equipment they use for their billing system and will have to tell the regulator of their current tariffs.
