TRR issues exceptions to three wholesale service providers in Vanuatu

Vanuatu’s Telecommunications and Radiocommunications Regulator (TRR) has issued regulatory authorisation exceptions to three major wholesale telecoms providers – InterChange Limited (ICL, operator of the InterChange Submarine Cable), Fidelity Communications Corporation (FCC) and Speedcast – in accordance with the TRR Act of 2009 which specifies that telecoms services are only to be provided ‘under or in accordance with a licence or exception’. The regulator has determined that ICL, FCC and Speedcast do not need licences to provide their respective wholesale services, as the three companies do not provide retail services directly to end-users. The exceptions came into effect on 11 February.
