Telcos agree to open access guidelines

Representatives from Chile’s telecommunications providers have signed-off on new guidelines to provide open access to infrastructure in shared buildings. The new rules – ‘The Manual of Best Practices for Cable Operators for Free Access to Condominiums and Buildings’ – were drawn up by a joint team of consumer rights advocates and government and telecoms officials and were signed earlier this week by the Undersecretary of Telecommunications Pedro Huichalaf, represenatives from Claro, Entel, VTR, DirecTV and officials from the Council of Civil Society department of telecoms watchdog, the Sub-Secretaria de Telecomunicaciones (Subtel). The guidelines prevent exclusive contracts between service providers and building administrators, allowing residents to select their own service providers.
