Costa Rican telecoms regulator Superintendencia de Telecomunicaciones (Sutel) has created a new registry for pre-paid mobile users to help protect subscribers against identity theft and extortion. The service launches on 1 December, and registration is voluntary. To register, customers must go to www.registroprepago.sutel.go.cr and provide their personal details. Once these have been verified against the database of the Tribunal Supremo de Elecciones (Supreme Electoral Tribunal, or TSE) – which manages the civil registry – the user is sent a four-digit code to confirm the registration and complete the procedure. In addition to the additional security, Sutel said that subscribers that register their number with the new database will be able to access special promotions and will be able to port their number between operators more easily.
