CRC delays introduction of RITEL

Colombian telecoms watchdog the Communications Regulation Commission (CRC) has announced that it has delayed the implementation of new rules governing internal telecom networks until December. The legislation, dubbed Technical Regulations for Internal Telecommunications Networks (RITEL) was due to come into force from 1 August 2014, but CRC pushed back the implementation date after stakeholders and the Ministry of Housing raised questions regarding certain technical elements of the new rules. RITEL defines conditions for access and use of common telecommunications infrastructure in buildings under the criteria of fair competition, non-discriminatory treatment and technical and economic feasibility. RITEL also sets measures related to the design, construction and commissioning of new internal networks under international engineering standards.
