The Federal Network Agency (FNA, also known as BNetzA) has published its final decision on a framework for the regulation of fixed line end-user connections, after determining that call-by-call and pre-selection are still important options for German consumers. Having completed a national consultation on its draft decision, the regulator says that incumbent telecoms operator Telekom Deutschland (TD) is still obliged to allow call-by-call and pre-selection on its fixed line network, with the fees charged by the company for such connections remaining subject to regulation.
