Osiptel ordered cellcos to refund nearly USD5m

Peruvian regulator Osiptel has revealed that over the three years from 2011-2013 it has ordered cellcos to return a total of PEN13.5 million (USD4.78 million) to 7.1 million customers affected by service outages and issues relating to quality of service or billing. According to the watchdog the lion’s share of the refunds were issued in 2013, with PEN7.06 million – just over half of the total for the three years – repaid in that year. Spanish backed Movistar was reportedly the worst offender, with Osiptel instructing the provider to return PEN4.4 million whilst America Movil’s (AM’s) Claro unit refunded PEN1.2 million.
