The Federal Network Agency (FNA, also known as BNetzA) has published a draft decision calling for the establishment of a framework for the regulation of fixed line end-user connections, after determining that call-by-call and pre-selection are still important options for German consumers. The regulator says it plans to continue obliging incumbent telecoms operator Telekom Deutschland to allow call-by-call and pre-selection on its fixed line network, with the fees charged by the company for such connections remaining subject to regulation. Interested market participants have until 16 April 2014 to comment on the FNA’s draft decision.
