Africell, the Democratic Republic of Congo (DRC)-based subsidiary of Lintel Holding, is expected to incur a series of financial penalties after giving away a number of free SIM cards with local magazine Proxi Promo last month. As per Congolese telecoms law, a company is liable for fines of CDF5,000 (USD5.3) to CDF10,000 per unregistered subscriber, and can also see its licence suspended if the offence is deemed serious enough.
