Barriers still hampering MVNOs

Ximana Rojas, the legal and regulatory affairs manager for broadband and ICT solutions provider Netline, has told Chilean newspaper Diario Financiero that, despite measures put in place by the sector regulator and the Supreme Court to ease the launch of mobile virtual network operators (MVNOs) into the market, there are still substantial barriers to entry. According to Rojas, charges from network operators – both for the use of the infrastructure and for interconnection – remain restrictively high, whilst in terms of marketing, the level of subsidies offered for handsets and terminals by established providers cannot be matched by newcomers. Similarly, inefficiencies in the process of unblocking devices adds further difficulties for new entrants.
