Arcep to reconsider universal service costs

French telecoms watchdog the Autorite de Regulation des Communications Electroniques et des Postes (Arcep) has published its Decision No 2013/1212, outlining the procedures that will be used for the determination of universal service costs for the year ended 2012. According to a press release, the watchdog plans to refresh the rules, which were previously used to calculate the net cost of universal service obligations in 2011; the decision has been based on comments received during a public consultation on the topic.

As previously reported by TeleGeography’s CommsUpdate, in July 2013 Arcep opened a public consultation on the procedures used for the determination of universal service costs for 2012. The regulator sought comments on the methods of establishing the tariff obligations for the provision of payphone services, the rate of capital and net contributions to the Universal Service Fund (USF).
