Cabovisao targets MVNO launch by end-2013

Joao Zuquete da Silva, director general of Portuguese cableco Cabovisao, has told online journal Sol that the company is aiming to launch as a mobile virtual network operator (MVNO) before the end of the year, confirming that talks are ongoing with TMN, Vodafone and Optimus. In June this year da Silva announced that an MVNO launch formed part of Caboviaso’s overarching strategy to secure second place in the domestic telecoms market in the short- to medium-term.

According to TeleGeography’s GlobalComms Database, unlike most other mature mobile markets in western Europe, Portugal does not have a host of MVNOs jostling for competition. Since ANACOM set out the regulatory framework for the provision of MVNO services in February 2007, only four companies have launched virtual services over another operator’s network: national post operator Correios de Portugal (CTT, December 2007); Zon Multimedia (October 2008); European MVNO specialist Lycamobile (October 2012) and UK-backed Mundio Mobile (1Q13).
