87% of SIMs registered in Rwanda as deadline looms

Rwanda’s telecoms watchdog the Rwanda Utilities Regulatory Authority (RURA) has announced that 87% of the 6,415,443 SIM cards issued by the country’s three network operators–Milicom Rwanda (Tigo), Airtel Rwanda and MTN Rwandacell – had been registered by 21 July 2013. RURA’s head of communications and media regulation Jean Baptist Mutabazi confirmed that all unregistered SIM cards will be deactivated after 31 July 2013. To register their SIM card, mobile subscribers need to present an original national ID at their operator’s service centres or retail outlets. As previously reported by CommsUpdate, in February 2013 the government of Rwanda, in collaboration with RURA and the National ID Project (NID), initiated the mandatory registration process as an anti-crime measure. By 31 March 2013 54.6% of all users had successfully registered their SIM cards.
