FICORA removes ex-ante regulation for call origination on fixed networks

Finnish telecoms regulator Finnish Comms Regulatory Authority (FICORA) has issued a decision under which ex-ante regulation will be removed from the wholesale market for call origination on the public telephone network provided at a fixed location, with the change to apply from 1 January 2014. Noting that the decision affects 29 telecoms operators which are currently listed as having significant market power (SMP) in the market in question, the watchdog claims it is the first European Union (EU) member state to remove ex-ante regulation in the market for call origination on fixed telephone networks. In explaining its decision, meanwhile, FICORA said that on the basis of the market analysis it had carried out, it believed that mobile telephone subscriptions had developed into a viable substitute for fixed telephone subscriptions, thus ensuring competition in the retail market without the need for regulation in the market for call origination on fixed line networks.
