According to unconfirmed data cited by CNews, the number of people taking services from one of Russia’s mobile virtual network operators (MVNOs) reached 1.35 million at 31 December 2012, a rise of around 20% year-on-year. TeleGeography’s GlobalComms Database notes that, in a bid to introduce greater competition to the market, in March 2005 the state oversaw the introduction of the country’s first MVNOs. Dozens of licences are believed to have been issued to would-be re-sellers over the years, although many are still believed to be inactive. Indeed, the numbering resources reserved for MVNOs are thought to stand at around nine million.
