Former monopoly wireless provider ICE Celular, which offers services under the Kolbi brand, has appealed in a local court to overturn the selection of Informatica El Corte Ingles as the administrator for the nation’s number portability (NP) system, BNAmericas reports. ICE has sought to block the implementation of NP at every turn, with the Superintendencia de Telecomunicaciones (Sutel) noting that by mid-February 2013 it had rejected 20 appeals from the telco to halt or delay the introduction of mobile NP (MNP). As previously noted by CommsUpdate, in the selection process for an NP administrator a committee representing all of the nation’s operators voted on the submitted applications: a unanimous vote was required for a winning bid. As had been anticipated, ICE cast its vote against its fellow carriers, obliging Sutel to intervene. ICE later challenged the watchdog’s selection, saying that the entire process was flawed and claiming that none of the bids met the minimum requirements stipulated by the regulator.
