MNP bill passes second reading

Russia’s parliament has approved a second reading of a bill to introduce mobile number portability (MNP), reports news portal Tass Telecom. The service, which will cost no more than RUB100 (USD3.25), will ‘increase competition in the industry and operators will provide customers better and less expensive services’ said Sergei Zheleznyak, one of the authors of the bill. The legislation is required to pass a third reading before being approved by the president, and is due to come into force from 1 December 2013. During the most recent reading, discussion centred on legal and technical corrections which will allow the law to be implemented more effectively once passed.
