NPT confirms deadline for consultation on 2GHz spectrum auction

The Norwegian Post & Telecoms Regulatory Authority (NPT) has set out timings for the sale of spectrum in the 2GHz band, with the watchdog confirming that the consultation on its proposals for the auction will now close on 22 October 2012. Further, those companies seeking to participate in the sale process must also register by that same date. In calling for feedback on the proposals the NPT has confirmed that it is recommending a cap on the number of frequency blocks each participant is allowed to bid for, and it has produced a separate document detailing its reasons for implementing such a restriction.

The NPT is aiming to offer a total of nine blocks – two lots of 2×4.8MHz and seven lots of 2×5.0MHz – in the 1920MHz-1980MHz/2110MHz-2170MHz bands, with the concessions on offer to be technology neutral and valid for a 20-year period. In publishing a tentative timetable for the auction the regulator has said that on 5 November 2012 it expects to outline and publish the final auction rules, following which a test auction will be conducted on 13 November, ahead of the actual sale on 19 November.
