The government of Rwanda has launched the third phase of its National Information and Communication Infrastructure (NICI) plan, which was initiated in 2000. The first stage of the project focused on the creation of a strong environment in Rwanda for ICT initiatives to take hold, while the second phase placed emphasis on the development of key infrastructure such as the laying of fibre-optic cables, AllAfrica reports. The country’s ICT Minister, Dr Ignace Gatare, says the latest phase has been broadly divided into five areas: ICT skills development, private sector development, ICT for community development, e-Government and cyber security.
