Jamaican IT minister Philip Paulwell has reportedly completed talks with Digicel and LIME, with the two companies agreeing to the implementation of three measures: the introduction of number portability (NP), the establishment of a single telecoms regulator and the extension of the universal service agreement to include broadband. According to local news source Go Jamaica, the minister announced in a statement that he had completed negotiations with the telcos, which are currently involved in a legal battle regarding Digicel’s takeover of America Movil’s Claro. Although an agreement was reached, no concrete plans have yet been drawn up.
The head of LIME Jamaica, Garfield Sinclair sought to clarify the minister’s announcement, saying that LIME had been an advocate of all three measures for some time, and the talks with the minister had not affected LIME’s position. Sinclair added that LIME had met only with Paulwell, and had not been involved in discussions with other stakeholders.
