India’s Telecoms Dispute Settlement Appellate Tribunal (TDSAT) has upheld the decision of the Department of Telecommunication (DoT) to fine Reliance Communication (RCom) INR8.85 million (USD177,731) for selling activated SIMs without verification of the customer’s identity. According to the Economic Times, the Telecom Enforcement, Resource and Monitoring (TERM) Cell of DoT had seized 186 customer application forms from the premises of one of RCom’s distributors at Bharatpur in Rajasthan in August last year. TERM Cell found that proper verification was not carried out by RCom: of the seized forms, 177 did not comply with regulations and 139 were blank, unsigned or incomplete.
