Second MVNO for Costa Rica

Costa Rica has seen the entry of its second mobile virtual network operator (MVNO), FullMovil. Utilising state-owned ICE Celular’s network, FullMovil provides a pre-paid, SIM-only service. The MVNO intends to target the 18-35 year old market, and estimates an investment of between USD15 million and USD20 million.

According to TeleGeography’s GlobalComms Database, Televisora de Costa Rica and cableco Cabletica launched the country’s first MVNO in June 2011, under the Tuyo Movil brand name

Costa Rica’s wireless market was liberalised in January this year, when Spain’s Telefonica and Mexico’s America Movil won concessions. The two telcos are expected to launch commercial services before the end of the year.
