The French telecoms regulator Arcep has published details of its mobile phone call termination rates for the period 2011 to 2013. The rates, which will be implemented in a three-phase approach, affect incumbent cellcos France Telecom (Orange), Vivendi-backed SFR and Bouygues Telecoms. Under the plan, Arcep will implement the three-stage reduction as follows:
• Phase 1: a cut to a maximum of EUR0.020 per minute, effective for six months, commencing 1 July 2011
• Phase 2: a second cut to a maximum of EUR0.015 per minute, effective for six months, commencing 1 January 2012
• Phase 3: a third cut to a maximum rate of EUR0.010 per minute, effective for six months, commencing 1 July 2012.
In addition, the telecoms watchdog said that the new mobile termination rates will enable the incumbent operators to reach its target level of EUR0.080 per minute, which is due to take effect from 1 January 2013.
