Dow Jones Newswires quotes the French industry minister Eric Besson as saying today that the auction of fourth-generation (4G) mobile spectrum will get under way on or before 31 May and that it intends to impose a cap on how much one operator alone can bid for. The minister says that in total, 30MHz of spectrum will be auctioned, divided into four lots. However, the state is stipulating that no single company will be allowed to bid for more than 15MHz. It hopes that the spectrum cap will allow smaller operators to acquire 4G spectrum and in the process improve competition. The French government submitted its recommendation on the 4G auction process last week. It hopes Arcep will now be able to launch the tender before the month-end.
