Telia issued with injunction to provide unbundled fibre access

On 10 February 2011 Sweden’s telecoms regulator the PTS issued an injunction to incumbent telco TeliaSonera (Telia) to provide unbundled access to dark fibre in the local loop. The watchdog ordered Telia to adjust its reference offer for unbundled access to dark fibre to other operators, so that it meets the obligations previously imposed on it by PTS. Telia is obliged to give rivals unbundled access to both its copper and fibre local access networks under previous regulatory decisions, which according to the PTS it has not yet fully complied with. Telia has three weeks to comply with the new injunction, or be subject to a fine of SEK100 million (USD15.4 million).
