Arcep provides guidelines on FT duct access pricing

The French telecoms regulator Arcep has published its guidelines on establishing the economic conditions of access to France Telecom (FT’s) communication ducts. It is understood that by 2011 the former monopoly will put in place a significant drop in tariffs for access to the ducts, allowing rival operators to roll out access networks in a cost-effective way – both in densely populated areas and rural regions. In high population density zones, volume pricing will enable operators to deploy infrastructure in parallel with FT, to compete head-to-head, whilst simultaneously encouraging the sensible use of space. In rural areas, the pricing mechanism will be designed to encourage the sharing of resources.
