Review of bill to create new regulator completed

The Bangkok Post reports that a joint parliamentary committee has completed its review of the Frequency Allocation Bill which enables the establishment of a new regulator, the National Broadcasting and Telecommunications Commission (NBTC), which will be authorised to issue third-generation mobile spectrum and end the long delay to Thailand’s 3G licensing process. The joint Senate-House of Representatives committee said the final version of the bill would be forwarded to the Senate for consideration today, whilst the House would schedule a meeting to consider the bill and decide whether to accept it by 24 November. No more alterations to the legislation can be made, the report states, but if either the House or Senate rejects the joint committee’s version, the House can then take up a version it previously passed for reconsideration, which could be passed into law by majority vote.
