CRTC performs u-turn, allows Bell to bill ISP resellers on usage basis

The Canadian Radio-television and Telecommunications Commission (CRTC) has reversed a decision it issued this spring by allowing Bell Canada to launch usage-based billing for its wholesale ISP clients, reports CNews. Bell may now launch its new billing system within 90 days, charging ISP resellers a flat monthly fee plus a set monthly usage limit: customers that exceed the threshold will be charged thereafter by the gigabyte, depending on the speed of connection.
