Mobile tariffs to stay unregulated

The Russian government has voted against amendments to the Law on Communications which would have seen state regulation of the mobile tariffs of the country’s three biggest cellcos MegaFon, MTS and Vimpelcom, reports Vedomosti. On 9 September the government discussed the draft amendment which proposed designating the trio as having significant market power. According to the law, inter-operator tariffs must be regulated for those operators that hold a significant position in the public communication network. As it stands, only fixed operators with 25% or more of telephone numbers within a regional telephone code or handle more than 25% of traffic in a particular area have the status of significant operators.
