OFTA concludes 850MHz, 900MHz and 2000MHz auction consultation

Hong Kong’s telecoms regulator OFTA has concluded a public consultation on the planned auction of mobile frequencies in the 850MHz, 900MHz and 2000MHz bands, which it launched in November 2009. The authority concluded that it will make available a total of 29.7MHz of radio spectrum: 2×5MHz in the 850MHz band (832.5MHz-837.5MHz paired with 877.5MHz-882.5MHz, ‘Block A’); 2×5MHz in the 900MHz band (885MHz-890MHz paired with 930MHz-935MHz, ‘Block B’); and 1×9.7MHz in the 2000MHz band (2010MHz-2019.7MHz, ‘Blocks C1 and C2’). Bidding will be open to incumbent mobile network operators and new entrants alike, whilst successful applicants will be obliged to provide a minimum 50% population coverage within five years of licensing. OFTA has not decided on a definite licensing timetable, but said that the auctions could be conducted in the last quarter of 2010 at the earliest.
