Regional operators accuse Vimpelcom

According to a report by Russian news agency Prime-Tass, Russia’s regional operators association has lodged a complaint with the Federal Antimonopoly Service (FAS) against the country’s second largest cellco by subscribers, Vimpelcom, accusing the cellco of violating antitrust laws by discriminating against regional operators. The association claims that the company either refuses to provide interconnection services to the regional telcos or provides inconvenient or unreasonable terms of service, which it regards as discriminatory. Vimpelcom reportedly denies the accusations, claiming that Russian law does not require it to provide interconnection services to other operators.
