Germany’s telecoms regulator, the Federal Network Agency (FNA), has re-imposed the obligation for the country’s incumbent telco Deutsche Telekom (DT) to submit IP bitstream access rates for approval. The watchdog announced that the ruling became necessary following a decision by the Federal Administrative Court of 28 January 2009 which, following complaints by DT, repealed the requirement for the approval of rates, a requirement stipulated in the regulatory order of 13 September 2006. The FNA’s latest order restores the previous state of regulation. DT is required to submit a new IP bitstream access rates proposal by 4 July 2009.
