The Bangkok Post reports that TOT has scheduled an open bidding process for prospective suppliers of 3G mobile infrastructure in July this year, as it prepares to invest THB24.8 billion to roll out a national W-CDMA/HSPA network in phases. In the first pilot phase the state-owned telco expects to spend THB1.9 billion to upgrade an existing 500 1900MHz GSM base stations in the Bangkok area operated by its subsidiary Thai Mobile (held via ACT Mobile), and roll out services covering a limited area by December this year. TOT president Varut Suvakorn said that the second phase would see the network expanded across the country, and would be implemented by vendors contracted through open bidding. Varut added that TOT would submit the name of the bidder which offers the lowest price for network construction and equipment to the Finance Ministry for endorsement. The terms of reference are being drafted, with one condition requiring bidders to identify their sources of funds. The terms are currently being considered by the board before going to a public hearing process.
