Existing cellcos invited to bid for additional 1800MHz spectrum

Hong Kong’s Office of the Telecommunications Authority (OFTA) on Friday invited applications from existing mobile network operators to participate in the auction of radio spectrum in the 1800MHz band, which is scheduled to be held in June. The watchdog said the additional 2×4.8MHz was being offered exclusively to the incumbents to meet the need for capacity expansion of public mobile services, adding that ‘the available radio spectrum is not sufficient for a new entrant to build a network that can compete effectively with the existing mobile network operators in terms of system capacity, coverage or quality of service.’ OFTA will accept bidding applications on 21-22 May 2009, and the spectrum will be auctioned in six frequency blocks, each with a bandwidth of 2×0.8MHz. Bidders will be able to acquire from one to all six frequency bands.
