The Nigerian Communications Commission (NCC) has announced that it will begin the registration process of all GSM-enabled SIM cards in July. From that date, all customers who own or wish to buy a GSM SIM card will have to register their details, forming a database of all users. Ernest Ndukwe, executive vice chairman of the NCC, stated that that the aim of the project is to ‘gain some form of credibility in the identification process’. In the next three months, citizens will be required to provide some form of identification before they acquire a SIM card. GSM mobile phone users who fail to register their details by the end of December will be disconnected in the first quarter of 2010.
